FFY 2006 Annual Synar Report

Given that tobacco addiction has been shown to be stronger when the user began as a minor, and given that tobacco use attributes to more deaths in the United States than “the combined total of deaths from AIDS, motor vehicle accidents, suicide, murder, and alcohol and drug abuse”, SAMHSA’s National Synar Program is the federal government’s effort to ensure that States limit the availability of tobacco products to minors. The attached document describes the Synar Program, its progress since its inception 10 years ago, the FFY 2006 statistics demonstrating each State’s tobacco sales to minors retailer violation rates, and the requirements for States to maintain low tobacco retailer violation rates.
